KZN commits to act on issues raised by communities

KwaZulu-Natal Finance MEC, Peggy Nkonyeni, has assured the people of the province that the provincial government will act on issues raised by communities and refer matters to the relevant departments for their urgent intervention.

This follows the conclusion of pre-budget roadshows, where Nkonyeni solicited ideas and views from communities on what they would love to hear in the Budget Speech.

Nkonyeni will on 10 March 2023 present the provincial Budget Speech in the KwaZulu-Natal Legislature, in Pietermaritzburg.

Nkonyeni led the provincial Treasury roadshow in Ilembe District on 20 February 2023 and proceeded to Ugu District, where the input made and challenges raised by communities were almost similar with those from other rural areas of the province.

During the roadshows, issues including the energy crisis, water shortages, poor road conditions and rampant crime, came under the spotlight.

Nkonyeni said she is approaching the Provincial Budget Day with confidence and enthusiasm.

She said roadshows give citizens a chance to contribute to the provincial Budget Speech, and assist government in understanding the public’s expectations.

They also intend to deepen public participation in provincial budgeting processes and solicit perspectives from the public on how to prioritise the people’s needs in preparation for the provincial budget for the 2023/24 financial year.

The MEC commited to acting on various concerns and suggestions raised by communities.

“This is very important to us as KZN Treasury, as it ensures that the budget that we table responds to the needs of the people of KwaZulu-Natal. We are confident that the Budget Speech will speak to each and every citizen of KwaZulu-Natal,” Nkonyeni said.

Post-Budget roadshows are planned in all remaining districts to further entrench the culture of public engagement, and to accelerate and guide the implementation of the budget.

Just Energy Transition must consider Africa’s needs

Africa must be given the space to transition from high carbon usage to low carbon at a pace and cost that it can afford, says Minister of Mineral Resources and Energy Gwede Mantashe.

The Minister was speaking at the Africa Energy Indaba held in Cape Town on Tuesday.

“Their voice [African people] on the Energy Transition must be heard. That is the voice that says, energy production in Africa must be aligned to Africa’s socio-economic development. This means that there must be a balance between energy demand for socio-economic development and energy supply that is premised on low carbon emissions.

“Differences about the pace, scale and how to balance the transition will always exist, however, as African leaders, we are duty bound to act with determination to resolve the intricate problems that beset our continent without the encirclement pressure to please others first. We must be pragmatic in our approach to a low emissions future,” he said.

Mantashe said Africa’s stance has been to put people at the centre of any transition.

“It is pleasing that Africa is uniting on a principle that the Energy Transition must be people centred, take into consideration the socio-economic conditions of communities that will be affected, and take into consideration Africa’s developmental needs.

“Such a consensus found an expression at the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26 and 27) resulting in a resolution to phase-down on unabated coal power rather than the view of lobbyists who called for an abrupt phase-out of coal use.

“Recent developments in Europe, China, US and India have vindicated the pragmatic position that African states have taken. Going into COP 28 Africa’s position must continue to be pragmatic as we move from high carbon emissions to a low carbon emissions future.”

Africa’s mineral resources

Mantashe said the continent’s rich endowment with minerals that are suitable for clean energy production could mean a boost for the continent’s economies.

“We believe that it is in the interest of Africa that a rigorous mineral exploration programme is implemented to uncover these unknown deposits in many other countries of our continent. For its part, South Africa continues to mobilise investments in exploration informed by the understanding that it is the lifeblood of mining, which has been the backbone of our economic development for over 150 years.

“Unless we explore, there can be no beneficiating from the mineral reserves that our continent is endowed with,” he said.

The Minister emphasised that with at least 600 million people on the continent lacking electricity supply, it is imperative that Africa be given an opportunity to develop its own energy sources from its own minerals.

“Africa is endowed with resources such as coal, oil and gas which are needed for baseload energy to power our industrialisation. Our continent deserves the opportunity [to] develop its own oil and gas infrastructure storage, refinery, and distribution to cushion its people against the turbulence of global markets and thereby secure its continental energy needs.

“It is incumbent on all of us gathered at this Indaba to align technological innovations with the type of energy sources we can produce. Africa must take full custodianship of its energy and development trajectory and be certain of its outcomes,” he said.

Investigation launched into M41 multiple car crash

The KwaZulu-Natal Transport Department has ordered a full-scale investigation into the multiple car crash, which left scores of people injured and vehicles damaged on the M41 highway near Umhlanga, north of Durban, on Monday morning.

According to the reports, a runaway tipper truck collided with more than 40 vehicles during the morning traffic. A total of 49 vehicles were involved.

The tipper truck is suspected to have experienced break failure, which caused major devastation and brought traffic to a standstill.

Transport, Community Safety, and Liaison MEC, Sipho Hlomuka, said part of the investigation will look at the allegations of a total failure of the truck’s braking system, condition of the driver, and various other defects.

“If it’s found that the truck was uroadworthy, the government could also advocate for charges to be pressed against the truck owner,” Hlomuka said.

Hlomuka has also expressed concerns at the alarming rate of truck accidents on provincial roads, noting that Monday’s accident was unnecessary and could have been avoided.

“We have ordered an investigation so that those responsible could be held accountable. As a government, we have a targeted programme focusing on trucks.

“There is a growing challenge with the behaviour of tipper truck drivers in areas such as N2 Phongolo and N2 Richards Bay. We will continue engaging with the freight and logistics sector to adhere to the laws,” the MEC said.

He said the investigating team is already taking statements from the eyewitnesses and will reconstruct the scene, while the truck will be taken for forensic inspection.

Hlomuka wished all people affected by the accident, including those who suffered trauma and physical injuries, a speedy recovery.

The government also appealed to motorists to be extra vigilant on the road at all times.

Operation Siyahlola

Meanwhile, on Monday, Hlomuka led Operation Siyahlola and rolled out crime fighting initiatives in Sweetwaters-Mpumuza under the Msunduzi Local Municipality, Pietermaritzburg.

Hlomuka, who was accompanied by uMngungundlovu District Mayor Mzi Zuma, Msunduzi Local Municipality Mayor Mzimkhulu Thebolla, councillors, and traditional leaders, conducted an assessment of all roads in Ward 2.

Among the main roads that will be upgraded in the area include D2398, which is over two kilometres. The road will be upgraded to a concrete surfaced road at a cost of R45 million.

“The drainage along this road requires upgrading and improvement as it is in a mountainous terrain, and there is Mabane River Bridge, which also needs to be upgraded. This road will benefit the communities in Mabane Ward 2, Laduma, and KwaNxamalala, as it will give easy access to social facilities,” Hlomuka said.

The MEC also interacted with the community on crime fighting initiatives in the area during an event held in Siyanda Sports Ground.

SA businesses to create new trade opportunities at Foodex Japan

The South African Ambassador to Japan, Smuts Ngonyama, has expressed his confidence that the local businesses that are showcasing proudly South African-made goods and services at the Japan 2023 Food and Beverage Exhibition (Foodex) will be successful in creating new trade opportunities.

Ngonyama said this during the official opening of the South African Pavillion at Foodex, in Tokyo, Japan, earlier today.

Foodex is one of the largest annual food and beverage trade shows in Asia and has been a highly successful trade event since its debut in 1976. It is not only serving Japan’s $700 billion food market, but many lucrative Asian markets.

Ngonyama said he was extremely excited to be part of Foodex to showcase the rich and diverse culture of the South African cuisine.

“The South African Pavillion offers an incredible opportunity for us to introduce our unique and high-quality food products to a global audience. Our pavillion features a variety of products including premium wines, rooibos tea, dried fruit, nuts, and various other artisanal food products,” he said.

Smuts said the event is a great platform for South African businesses to establish new international trade relationships which will provide growth opportunities and stimulate economic development.

He said he is confident that the SA businesses would be successful in creating new trade opportunities with international buyers and that he was looking forward to seeing the outcomes of the South African Pavilion’s participation at Foodex.

Ngonyama expressed his gratitude to the organisers of Foodex for giving South Africa the opportunity to showcase its products.

“This is a great platform for us to showcase our products and to make sure that the world knows what South Africa has to offer. I am sure that people who visit our pavillion will be impressed by the quality of the products that we have on display.

“I am looking forward to seeing the positive outcomes of the South African Pavillion’s participation at Foodex,” Ngonyama said.
